Strategic Development Plan
The economic development of the state is achieved through good strategic planning (long term), which consists of a large number of components, measures, tasks and targets that must be achieved. Local economic development and its strategic planning present one of the main components and a guide to general socio-economic development.
Local economic development presents a process by which the municipality continuously is improving the quality of life of its citizens, through the creating an economic and social welfare. Therefore, this process should begin with the making of strategy.
Strategy Planning represents a system, through which municipalities take concrete steps for economic development and define the vision and strategic goals through the definition of development objectives and concrete measures, respectively design tasks and their realization.
The municipality makes local economic development plans, sets priorities, develops local economic policy, supports the development of small and medium enterprises and of local entrepreneurs; takes part in the creation and development of the local network of institutions, promotes partnership. Naturally, a particular importance in this process has the continuous cooperation between those in power and citizens.
The local administrators can not achieve economic development on their own. They necessarily must include all local parties involved, and be secure, what strategies will be prepared at the Center of Tetova for ZHEL are coordinated with other strategies for community development and providing services.
We realize that with this strategy the office of ZHEL, will contribute to creating a positive climate for investment in local businesses, support of small and medium enterprises, incentives for the opening of new enterprises, attracting domestic and foreign investment, support for increasing cluster businesses (activities), increasing the rate of employment, investment in infrastructure, etc.
