The Municipal Council is a representative body of citizens. Municipal Council is consisted of 31 elected representatives of citizens in general elections, direct and free by secret ballot. The mandate of the Council members lasts 4 (four) years. Council member can not be revoked.

Rights and obligations of Council members
Council member has rights and obligations established by law and this Statute, which takes them after the verification of the mandate.


Rights and obligations of the member of the Council are:
- To propose a review of issues, situations and phenomena that are important to the citizens of the municipality;
- To make initiatives for making decisions and other acts under the competence of the Council and to propose amendments;
- To request from the municipal administration, public services and institutions established by the municipality, data and other information about issues that are under the competence of the Council.

Rights and obligations of the Chairman of the Council
- Calls the sessions of the Council;
- Opens, leads and closes the session;
- Opens, leads and closes the debates in sessions of the Council;
- Keeps the order in sessions
- He warns the discussants;
- Puts to voting ballot questions and proposals;
- Declares the voting results;.
- Takes care for the organization and activities of the Council;
- Takes care for the implementation and respectfulness of the Regulation book of the Council and provides clarification regarding its implementation;
- Ensures the realization of the rights of the members of the Council and for ensuring the conditions of their activities and informing;
- Takes cares for the wellbeing of public activities of the Council;
- Signs the acts of the Council and hands them over to Mayor to announce them.
- Doing other activities as defined by the Statute of the municipality and with this Regulation book.
